The Alliance Tourniment being the biggest small gang warfare expo that goes on, we're pretty keen to compete in it.

There are many faults with the war dec system to be sure. I've posted about it on the CSM forums a couple times.
Luckly address book, locator agents, and the global criminal countdown for attacking people in high security space should still work. 
Without belaboring the point, Duty. is right (ty for the banner compliment) war targets are wrong, over protecting carebears=enabling suicide gankers, ergo CCP sucks and should get on fixing that.

I feel I have to post in this thread regarding a recently completed war dek my old corp paid Noir to take out.
Yes I am an alt - I am posting with this alt out of fear of retribution from Alekseve (noir liason) and my CEO. I am no longer a member of the corp who hired them, and am now in a corp with a restrictive forum posting policy. You guys probably can work out who I am if you know me (hint check out the name ;))
We were conned into hiring Noir as we heard that they were supposed to be good pvp-ers. In practice, we found they did little more then log on toons in war target systems then go AFK. we subsequently found out that two or three players in NOIR run multiple accounts to boost their numbers yet never engage them in combat. Their K/D ratio was.... mediocre.
That isn't my complaint though - there are plenty of amateur merks out their and you take your risks when you pay the merks that they are not going to be up to scratch.
The problem we had was this: Upon reaching a settlement with the corp who we had wardeked. we asked Noir to retract the dec, and paid up the full bonus agreed when we established the contract.
Noir took our isk, and refused to drop the dek stating "now it was personal" between them and the target corp (citing some smack talk). They then proceeded to extend the dek over and above what we had paid for.
This created HUGE problems between my corp and the wardeked corp - who assumed we had backed out on our peace deal.
 This cost my corp a lot of isk - and it was highly unprofessional of Noir.
So just a warning for anyone wanting to hire them that they are shoddy merks - and I would suggest you look elsewhere for reputable merks.
Wow.. Smack is one thing, but that's just an out and out lie.
Confrim some things first: Sometimes we'll put a guy afk in a target system; it's an effective and legit tactic. I beleive apx 4 members of Noir. have multiple combat chars in corp but only one dual boxes; and?
Proof(s) the rest is pure crap: I have never paid a Noir. war dec fee out of pocket. Ever lol. And you specifically said "recently" which is a very interesting time frame since Viqer Fell handled wardec for TNT alliance a and when we left around a monthish ago. Since leaving the only contracts involving war decs we've have finished are G00DFELLAS, Apotheosis of Virtue, and Molotov Coalition. All of those are alliances not corps  and none of those contracts remotely involved me talking with the targets about stopping early.
And for the record, nothing like this ever happened when we were in TNT alliance either.
Highwaymen, ffs at least get it right haha. You certainly have the time to do proper research twiddling your thumbs in the stations you dont mind sitting in. And take a spelling course.
While i do enjoy watching a grown person make themselves look like a complete child, could i get a mod to come sweep this crap up?

Clarification: We weren't contracted to attack a NSPTA POS, thats why it is not listed in the POS Destruction section. We only attacked the pos cause we were bored and wanted to make you rep it ;p
NSPTA was very cagey and it was hard to bring them into big engagements in their homesystem. We werent interested in station games and they were cautious about engaging us near the gates. Their relationship with Negative Ten further complicated fighting deeper in the lowsec until the very end of things. NSPTA did have numbers on us frequently in their prime and used that time to camp somewhat but they did a fair amount of counting station rivets too ;p
That said, there were alot of nice small gang engagements esp in the late us/early EU including some run n gun frigate fights that were very exciting (ones i was in anyway).
There was smack vs silence initially but it transitioned to mutual banter as i think both corps wound up respecting one another after fighting so hard for so long. It was a very intellectual campaign and a good struggle on both sides.

I'm not sure if you're familiar with war dec mechanics, but any corporation can war dec whoever they want at any time for any reason provided they have the fee, which is reasonable enough for almost anyone to afford.
We dont dec outside of contracts because I interpret professional mercenary corporation to read full-time mercenaries, as neutral as possible. There is no game mechanic preventing us from declaring war on whoever I feel like whenever it strikes my fancy, nor is there a requirement in or out of game for myself or any other CEO/Executor to justify that decision or even list a reason at all. That said, all I can give you is an assurance we've never dec'd outside of a contract context and you can take that or leave it. Few, if anyone, besides you will care either way.

I am always very upfront about monetary matters with clients. We offer flat, fixed, and hybrid rate contracts all of which are custom priced/negotiated to ensure customer satisfaction as much as possible. Clients wanting flat rates have had their needs met and expectations exceeded time and time again. Some clients preferred paying on % damage dealt: rates were negotiated to their satisfaction and Noir. prosecuted their targets with the same ferocity as any flat rate. In some of the flat rate cases we've come out doing incredible amounts of damage for comparatively low amounts of money; some % based contracts targets have turtled up and we didnt get much at all. And the reverse of each case has also been true; that's the nature of the game.
What matters to me, and what i think even Serendipity could agree to in principle even if he preferred a different pay structure to ours, is that the contract is negotiated in a way that is fair and straightforward to all parties, that Noir. (insert merc corp here) pursues its commitments under that contract to the best of its abilities, and in exchange for doing so we are compensated by the employer at the rate both parties agreed to.
It's very unfortunate we had an incident with an employer who seemed to not read the terms he was agreeing to (to the point he and his subordinates sent me mails about how "kb is looking nice") and was upset at his bill, which i insisted he pay before i would agree to an extension into a second week.
It's very unfortunate, but it is not my fault nor the fault of anyone associated with my company. I acted ethically, professionally, and straightforwardly in the negotiation of that contract and we acted ethically, professionally, and straightforwardly in the prosecution of that contract. Chat logs and kbs can attest to these aspects conclusively and i even went above and beyond the call in the spirit of reconciliation with the other party. Their continued poorly executed use of alts to damage our reputation because of their hurt pride, in contravention to the spirit of the compromise i reluctantly agreed to in the first place, has been a matter of considerable amusement to me and the rest of corp.
In short: All our contracts are custom priced in a collaborative and straightforward manner. If you and our contract manager (usually me, nightjester right now) cannot come together, or if we are simply unwilling to do the job for a rate you are unhappy with, feel free to hire someone else.
